Hey. If UI/UX is a person's forte, then responsiveness on one's site gives a true look into who they are as a designer. I have texted people my portfolio link and opened emails of other people's portfolios from my phone many times. We cannot fully assume, but if a portfolio is even being looked at from an application, yes, it's probably being opened on a desktop. I don't think anyone is going out of their way to check responsiveness. But when it gets sent over to the busy Creative Director or shared via email and someone opens it on their phone that experience needs to be just as good as desktop. I don't understand the assumption that desktop is meant to be easier or faster, that should never be assumed. People consume content from where they can get to it, so if they are commuting on a train checking applications, their phone.
